Approval by the Office of Early Childhood is required prior to the use of any space that has been newly constructed, expanded, renovated or converted. All construction, remodeling, renovation, repairs or alterations of structures shall be done in such a manner to prevent hazards or unsafe physical or environmental conditions during periods of operation.
