The operator of the child care center or group child care home shall be responsible for compliance with the requirements of the Regulations of Connecticut State Agencies and applicable endorsements in such a manner as to ensure the safety, health and development of the children while in the operator's care.

The operator shall implement and annually review specific written policies, plans and procedures that include, but not necessarily be limited to discipline, when a child is not picked up as planned, multi-hazard and medical emergencies, supervision of children, general operating policies, administrative oversight and personnel policies. The operator shall notify the parent(s), staff and the Office of Early Childhood within five (5) days of changes in these policies, plans and procedures.

064-New construction/expansion/renovation/conversion
Plans for new construction, expansion or renovation, indicating the proposed use and accompanied by a written narrative shall be submitted to the Office prior to the start of construction, expansion, or renovation. Completed plans and specifications shall be submitted to and reviewed by the Office on the basis of compliance with the Public Health Code. Written approval by the local building inspector, local director of health or designee, local zoning and local fire marshal shall be submitted to the Office, upon request of the Office. Approval by Office is required prior to the use of any space that has been newly constructed, expanded or renovated. All construction, expansions, renovation, repairs or alterations of structures shall be done in such a manner to prevent hazards or unsafe physical or environmental conditions during periods of operation.

029- Group size
Group size shall be maintained at all times, indoors and outdoors. The group size shall not exceed twenty children. For field trips exclusively for school age children, outdoor play exclusively for school age children, and activities organized by program staff exclusively for school age children the group size shall not exceed thirty children. Staff/child ratios shall be maintained during these activities. When there is a mixed age group, the smaller required group size shall prevail.
