The provider may have substitutes and assistants in the family child care home only after the intended staff member has been approved in writing by the Commissioner. All staff members shall have read and understood the regulations and shall be familiar with the operating procedures of the family child care home. Assistants shall maintain current first aid certification and substitutes shall maintain current first aid and CPR certification.

The washing and toileting facilities shall be adequate to ensure the health, safety and comfort of the children in care. A mechanism for individual hand drying shall be accessible. Sewage and garbage disposal systems shall ensure a sanitary environment. Garbage and trash shall be disposed of properly and kept covered.

The provider, assistant, emergency caregiver or substitute shall allow the Office of Early Childhood immediate access during customary hours to the facility named on the license whenever the Office of Early Childhood seeks to perform an inspection. The provider or substitute shall allow the Office of Early Childhood to inspect, upon request, any records required to be maintained.

054-Child Health Record
The provider shall have a complete and current general health record on file when the child begins attending the family child care home, signed and dated by a physician, physician assistant or advanced practice registered nurse. These records shall be returned to the parent when the child is withdrawn from the family child care home.
